MEAL Officer (Monitoring, Evaluation, Accountability, and Learning)

The International Rescue Committee (IRC) is seeking a dedicated and qualified individual for the role of MEAL Officer. This position is based in Sekota, Ethiopia, and plays a critical role in ensuring program quality and effectiveness through robust data management and reporting.


Role Overview

The MEAL Officer will be responsible for implementing and managing monitoring, evaluation, accountability, and learning systems for IRC programs within the Sekota area. The role involves data collection, analysis, quality assurance, and contributing to the evidence base for effective program delivery.

Responsibilities

Specific duties for the MEAL Officer typically include:

➠ Implement project-specific monitoring and evaluation plans in line with organizational and donor requirements.

➠ Design and utilize appropriate data collection tools and methodologies for both quantitative and qualitative data.

➠ Conduct routine data verification and quality assurance checks to ensure the accuracy, consistency, and reliability of program data.

➠ Lead or support the preparation of timely, high-quality MEAL reports, summarizing progress against indicators and identifying key learning points.

➠ Facilitate accountability mechanisms, including feedback and complaints systems, ensuring timely response and closure.

➠ Support program teams in conducting periodic review meetings, facilitating learning, and applying lessons learned to adapt implementation strategies.

➠ Provide technical assistance and training to field staff on MEAL concepts, tools, and data collection procedures.

Requirements

Qualifications & Experience

➠ Bachelor’s degree in Project Management, Social Science, Monitoring & Data Management, Economics, Statistics M&E, Demography, or a closely related field of study.

➠ A minimum of 2 years of professional experience in monitoring, evaluation, and accountability roles, preferably within the non-governmental organization (NGO) sector.

Required Skills

➠ Proven skills in designing monitoring tools, data analysis (quantitative and qualitative), and data management.

➠ Familiarity with mobile data collection platforms (e.g., KoboCollect, ODK) is highly desirable.

➠ Strong report writing and presentation skills.

➠ Excellent organizational skills and meticulous attention to detail.

➠ Ability to work effectively in a team-oriented, multicultural environment.
