Wash / Shelter Officer Position

Location: North Amhara Region, Ethiopia (Aftit Refugee Sites and host communities in Gendwha, West Gondar)

Role Overview

The Wash / Shelter Officer is responsible for planning, supervising, and ensuring the quality implementation of water, sanitation, hygiene (WASH), and shelter infrastructure activities. The role supports program coordination, technical design, construction supervision, and community engagement to ensure safe, effective, and sustainable service delivery in refugee and host communities.

Key Responsibilities

👉 Ensure compliance with organizational policies, tools, guidelines, and humanitarian standards
👉 Support planning, implementation, and monitoring of WASH and shelter infrastructure activities
👉 Prepare technical designs, drawings, specifications, cost estimates, and bills of quantities
👉 Supervise construction works, ensuring quality, safety, timelines, and resource use
👉 Conduct site assessments, surveys, and needs assessments
👉 Support procurement processes, including preparation of technical documents and bid evaluations
👉 Provide on-site technical support to staff, contractors, and service providers
👉 Coordinate with community leaders to ensure participation, ownership, and sustainability
👉 Prepare and submit regular progress reports, work plans, and technical documentation
👉 Collect and analyze field data and contribute to donor, government, and coordination reports
👉 Liaise with sanitation and hygiene teams to ensure integrated WASH and NFI distribution activities
👉 Participate in sector coordination meetings and represent the organization in WASH forums
👉 Maintain proper documentation, filing systems, and expenditure records
👉 Promote safe WASH practices and appropriate use and maintenance of facilities
👉 Support staff capacity building and training initiatives
👉 Perform additional related duties as assigned by the line manager

Required Qualifications

👉 University degree in Water Supply and Sanitation Engineering, Hydraulic Engineering, Water Resources, Environmental Engineering, Civil Engineering, Construction Technology and Management, or a related field
👉 Minimum of 3 years of experience supervising and monitoring WASH or shelter construction projects
👉 Proven experience with engineering design, tendering processes, and construction site management
👉 Experience working in complex, volatile, or humanitarian settings
👉 Strong technical documentation and report writing skills
👉 Proficiency in MS Word and Excel; experience with AutoCAD and project management software is an advantage
👉 Strong organizational, coordination, and problem-solving skills
👉 Ability to work independently and manage multiple priorities in a multicultural environment
👉 Excellent interpersonal, facilitation, negotiation, and communication skills

Additional Skills and Experience

👉 Experience in hygiene promotion within emergency or relief programs
👉 Demonstrated ability in staff training and capacity building
👉 Strong administrative and management skills with adherence to policies and procedures
👉 Cultural sensitivity and experience working in insecure or high-risk environments
👉 Fluency in English and Amharic, both written and spoken
👉 Experience with software such as AutoCAD, EPANET, ETABS, or Microsoft Project is an asset
